Investigation into the number of accidents have revealed that the accidents are increasing due to surveyed off equipments being used in opencast mines. Each company has a system of surveying off and condemning the equipment depending on the life either by number of working hours or number of years completed. Once the equipment attain the designed life, the equipment are surveyed off but the replacement has not been received. In this circumstances management has no other alternative but to use these surveyed off equipment to achieve production. During this course of time the equipment are not maintained properly and also do not get required spares causing dangerous occurrence or accidents. The equipment shall not be put into service until the recommendation are fully complied. The recommendation may be strictly complied in the interest of safety. Head gear is a important structure located over the shaft that houses one or two sheaves, carrying winding ropes, flexible guides and other equipments.

Extreme levels of structural vibration triggered by ground vibration from blasting can result in damage to or failure of structures [2]. Ground vibrations are acoustic waves that propagate through the rock. They differ from the ground vibrations caused by earthquakes in terms of seismic source, the amount of available energy and traveled distances [3]. The generated seismic waves can damage the surrounding structure and livelihood thus it is essential to monitor and predict the blast-induced ground vibration in mines.

Ground vibration is influenced by a number of parameters such as explosives characteristics and blast design [4]. Normally, PPV is one of the most important parameters adopted for evaluation of ground vibration and associated damage.

Different researchers were proposed a number of vibration prediction equations and all these equations estimate the PPV mainly based on two parameters: maximum charge used per hole and distance between blast face [5]. The existing systems like Instantel Minimate plus, Micromate, Blastmate-II are generally used to monitor ground vibrations in mines [6]. The existing blast-induced ground vibration monitoring systems are of wire-based systems for acquiring and transferring the field data.

In addition, the wire-based systems can only be applied to a limited area and the system becomes incapable if damages occur to the wires, which happens frequently [7]. The conventional vibration sensors composed as depicted in Fig.

So, the problem with conventional vibration sensors is that if vibration needs to measure at several points different positions , requires additional geophone sensors, which are expensive or if single geophone has considered, data collection was tedious and time-consuming. A part plan of the longwall workings depicting strata monitoring instrumentation with suitable index, shall be kept and maintained in the office of the mine. In every longwall panel, strata monitoring plan shall be kept under the charge of an Assistant Manager holding 1st Class Manager's Certificate of Competency with relevant experience in longwall, who shall also be assisted with adequate number of trained supervisors and manpower.

The owners, Agents and Mangers of all coal mines having longwall workings are advised to ensure compliance with this circular. DGMS Legis.

Standards of illumination in opencast metalliferous mines Sir,. In pursuance of Regulation 2 of Metalliferous Mines Regulations, , the standards of illumination to be provided during working hours at different places or areas where natural light is insufficient in opencast metalliferous mines have been specified vide Government notification no.

The said Notification is reproduced below for guidance and strict compliance in ail opencast metalliferous mines. The mine lighting should be designed and installed with proper lamps and fixtures in regard to height, orientation, spacing and reflectors or other accessories, so as to secure a uniform distribution of light on the work area for visual comfort and avoiding objectionable shadows, sharp contrasts of intensity, glare, light clutter excessive groupings of light and light pollution to prevent strain on the eyes of the workmen, work fatigue and medically defined stress.

At strategic locations like electric substation, and any other places as determined by the Manager, emergency lighting arrangement by separate source shall also be provided. Where the width of haul roads is more, the lighting arrangements shall be provided either by rows of lights erected on both sides of the road or by a centrally erected row over the divider, so as to maintain illumination as per standard.

It shall also be ensured that adequate light reaches up to edges of the active dump. Illumination Plan: Where any area of the mine is not in use or not needed to be lighted, the same shall be clearly marked and demarcated on the plan with reasons to be recorded.

The plan shall be kept signed and dated by the surveyor and the official authorized for maintaining the Sighting standard and countersigned and dated by the manager.

This Circular supersedes all the earlier Issued Circulars on Standards of illumination in opencast metalliferous mines.
